About the League of Oregon Cities

Founded in 1925, the League of Oregon Cities (LOC) is a voluntary association representing the 242 incorporated cities in Oregon. LOC provides legislative services, policy setting, intergovernmental relations, research, conferences and training, technical assistance and publications.

The League initiated and has partnered with National Purchasing Partners and Staples Business Advantage. This program and contract provides local agencies with a competitively bid public contract for office products, supplies, and services. All local government agencies can now gain access to excellent pricing and contract terms through this agreement.

About NPP

NPP: National Purchasing Partners National Purchasing Partners (NPP) is a Group Purchasing Program (GPP) that services the purchasing needs of our members. NPP is owned by two not-for-profit hospital systems with $6.5 billion in annual sales and more than 25 years of group purchasing experience. NPP’s focus is on providing a simplified process for public entity members to purchase off of publicly awarded contracts at significant savings.

In cooperation with a lead public agency, the League of Oregon Cities, our nationally negotiated contracts allow for easy access, avoiding the cost of time and money necessary to publish a bid locally. In order to reduce contract administration costs, our agreements typically run three years with an option to extend an additional three years.

In addition, members have access to prenegotiated supplier contracts that offer major cost savings on capital projects and everyday purchases. NPP is completely free to members and is continuously adding prenegotiated and publicly awarded contracts to our portfolio.
